Challenges
We were tasked with developing proposals for a 20M IDIQ for three separate clients under the same solicitation. While two of the clients had significant federal experience, one was new to the federal market. Additionally, the IDIQ was restricted to only five awards for small businesses, intensifying competition.
Solution/Approach:
- Demonstrated Unique Value Propositions: Tailored each proposal to highlight distinct strengths, focusing on client-specific value propositions that aligned with DOT’s needs.
- Addressing Agency “Hot Buttons”: Identified key agency priorities and incorporated solutions that directly addressed these “hot buttons,” creating a responsive and targeted proposal for each client.
- Proposal Compliance and Structured Response: Ensured strict compliance with RFP requirements across all submissions. The proposals were also well-structured, with clear visuals and graphics to enhance clarity and engagement.
Results:
All three clients successfully secured spots on the DGS IDIQ contract, despite the competitive nature of the award. Work is ongoing, with clients actively engaged in projects under this contract.
